Speakers:

Ir Dr Bernard Lim
Chief Operating Officer
Appscard Group AS
Ir Dr Bernard is the COO and co-founder of Appscard Group AS, a Penang-based tech startup specializing in biometric smartcards. With 30 years in electronic manufacturing and tech startups across Malaysia, Singapore, and Norway, he also serves as an Adjunct Professor at APU and Vice-Chair of MBAN Penang.
A senior IEEE member (26+ years), he is the IEEE Malaysia Section Chair (2025-2026) and holds key roles in IEEE societies. Bernard is a Fellow of FIEM, ASEAN Academy of Engineering and Technology, and Vice President of the Institution of Engineers, Malaysia. He actively contributes to global engineering standards and innovation management.

Dr Lee Chu Keong
Assistant Chair, Lifelong Education and International Relations
Nanyang Technological University
Dr Lee is currently the Assistant Chair (Lifelong Learning and International Relations) and programme director of the MSc (Knowledge Management) programme at the Wee Kim Wee School of Communication and Information at the Nanyang Technological University in Singapore. He is a chemical engineer by training, but furthered his studies in the areas of information science and knowledge management. In addition to NTU, he has also held teaching positions at the Singapore and Temasek Polytechnics.
His current teaching assignments include graduate courses in the areas of data science, artificial intelligence, and knowledge management. He strongly believes that everyone should be able to think computationally.

Ira Tan
Regional Manager, APAC
IEEE
Ira Tan is the Regional Manager for the Asia Pacific (APAC) Region. Ira is responsible for managing IEEE Xplore subscription business for the APAC region (excluding India). Prior to joining IEEE in 2016, she has served many leadership positions at John Wiley & Sons (now WILEY) from 1996 through 2016.

Alex Liu Yupeng
Client Services Manager, Asia
IEEE
Alex Liu is the manager for Client Services, Asia at IEEE. Based in Singapore, Alex works closely with customers in APAC to provide customized learning opportunities about publishing with the IEEE and in-depth training sessions to help users master best practices in searching the IEEE Xplore Digital Library.

Richard Chandra
International Area Manager, APAC
IEEE
Richard Chandra is the International Area Manager for 10 region in Asia Pacific (APAC): Singapore, Malaysia, Indonesia, Thailand, Vietnam, Philippines, Japan, Korea, ANZ and Pakistan. Prior to joining IEEE in 2018, he has held various sales & marketing positions at WILEY, HMH, and McGraw-Hill.
